Do all the II presets need to be saved individually to get them into the III?
Is there a batch function?

You can drag individual presets or bank files into FracTool.
 
It works but there's issues. Here are the first I noticed when trying one preset:

- Somehow it sends and Axe Fx II preset only once to the Axe Fx III - After that nothing is send through anymore. That also happens when I save a II preset to III format. Doesn't open when dragged onto Axe Edit III (ignores it);
- The cabs I used from my User library aren't selected correctly. Maybe it adds 128 to the cab # or something?
- Mixer block parameters aren't mapped correctly to the III
- PEQ block parameters aren't mapped correctly to the III

Did you use the Axe III mini utility to load your user cabs? If so, they are now in alphabetical order instead of the order they were originally in on the II so there is no way FracTool can link them unless it can be made to link by cab name rather than cab slot number.

You're responsible of putting the user cabs in the same order they were on your 2.
It's easy, here is how :
Drop your cab bank on the fractool disk icon.
You'll see a cablist window.
Select its menu called export as individual cabs.
Save in axe3 format to a folder.
Then use the mini utility with this folder.
This way they keep their correct order
