Factory preset uses user cab?

Hi folks, I'm a newbie here. I bought a used Axe Fx II Mk II last week, I noticed the user cab area looks odd, all the names are garbled.
So I updated the firmware, loaded the factory preset from the download page, hoping to overwrite everything, but the 50 user cabs are still there.
Even odder is that I find some factory presets I loaded from the official download page uses those user cabs! How could that be? (for example here, preset 5's channel Y uses user cab U022.)
I do not know what is happening here...

I would do a complete factory reset and then reload everything
