I'm not sure what this means... a manual should always be available for users, if they need explanations. Whether they use it of not is up to them.

It means, just like with the Axe Fx, that by the time you get a manual it will likely already be outdated due to firmware updates...

I don't... I would expect the manual to be available as soon as the Axe Fx III is released.

I would expect that's nothing more than a rough draft at this point with a technical writer at the helm. The FW is still in development phase I'm sure, so while it will ship with finished product, it won't be 'complete' until that box arrives at your door.
