he's using a sustainer there, which is affecting the envelope of the filter. as he's holding a note, the sustainer grabs it and increases the volume, opening the filter. i made a patch which sounds decent with my sustainiac equipped guitar, but so-so with no sustainiac. an ebow may work just as well, but whatever you use, you may need to tweak the "offset" parameter where envelope is ties to frequency in the filter. use it as a starting point and see if you can get the sound and behaviour you want. there's scope to add other fx, like delay etc
