Dream Theater "The Bigger Picture" Effects help

Hi there
I'm trying to work out how to emulate the effect(s) between 5:05 and 5:12 on the song "The Bigger Picture" from DT's eponymous album.

It sounds like phasing/flanging and I wondered if someone could help me work out what to do to re-create the sound on the AXE.

that's a Flanger. sounds like it's put on the guitars and keyboards, maybe more? so it might be a master bus effect, not just one instrument.

Thanks Chris. Do you think it's a thru zero effect or just a standard flanger?
