Does pre-amp low/hi cut affect all cabs in preset?

I noticed in Leon Todd's videos he often does an 80hz low cut in the pre-amp of the cab block. However, these options are also available on the individual cabs themselves.

Does using low/hi cut in the preamp tab affect all cabs globally?

Yeah just look at the 4 cab slots as 4 channels on the board and the preamp is like the sub master for them. So you can high and low cut the 4 Channels individually to tailor the tone. And in addition you can also high and low cut at the sub master to fine tune the overall blend.
