Can you toggle Output blocks with the FC?

I'd like to switch between output blocks with a foot switch to change from my studio monitors to floor monitors to power amp/guitar cab...etc.
Can that be done?

I know I can do it with Scenes but I've been avoiding them so far just to save them once I've exhausted my other options for setting up the basics...

You should be able to use a control switch on the bypass of the two outputs. IIRC, bypassing an output makes it not output signal. Simply ensure the same modifier is set up on both, and set it so the two outputs are not on at the same time....
