Blackstar Logic Midi Controller useable?

PC and CC messages are the primary methods. You can also send sysex but that is more involved and atypical use.

Key is to be able to specify CC data values if you need to change scenes or channels.

From the screenshots on the page, it seems that is supported.

Looking at the manual it lacks a method to "group" switches so they are mutually exclusive, which would make the LED behavior when selecting Scenes or Channels be very confusing... But it would function.

It could easily do some block bypass and such things. Although it would need to be reset on each new preset...
Not sure about the scene selection thing.
