Bizarre Ground Loop Noise with UR44c

Hey guys,

Just got a UR44c and am stoked to get everything rock solid once again!
Strange issue I've discovered.. I am using the UR44c interface powered by the PSU that came with the unit. USB into the PC.
I have line outs from the AX8 going into the line inputs 5/6 of the UR44c.

Things are fine while the AX8 is powered up it seems, but when the unit is off, I get a ton of USB ground loop buzzing and static digital noises coming through my headphones and speakers when the volume is up past noon. It's definitely tied to computer processes, as I can get the sound to excite when I move the mouse or open programs.

Any idea how I can solve this? I bought a new surge protector to have everything plugged into the same circuit, but that didn't fix it.
When I unplug the AX8 power cable, all of the digital noise goes away. All cables are balanced to/from AX8, UR44c and Monitors.
The USB cable I'm using is a 3.0 Type A to Type C, since the included USB with the UR44c was way too short.

I'm at a loss. Please help me out if you can!
