In the past year I’ve been using Behringer’s B205D active monitor as a personal monitor for vocals. It kinda sucks for anything else than vocals (*) but for vocals it actually works very well, especially in those bars without proper monitors. It’s small, loud and dead cheap (about 100 euros) and can be mounted on a mic stand. Mic goes into the monitor and its THRU goes to FOH. It even serves as a backup amp ICE. Recommended.
(*) I know a pro guitar player who uses two of them in front of him (in addition to his backline) for stereo monitoring. It’s far from FRFR but it works.
