Axe fx noise when booting up

when powering the axe ultra up, as the lights all flash on inputs and outputs, it makes a horrendous noise not unlike shaking an old amp with a reverb tank. Secondly, the input levels are really low. It's been intermittent, but getting worse as time goes on. Any clues? Could it be a bad input jack??
