Wish Axe-Edit Parameter Hover Info/Tips

This is for Axe Edit. Probably a bitch of a job to do, but would be cool to be able to hover over a parameter and get a short description or tip about that parameter. I realize for "BASS" or "TREBLE", the name is pretty self explanatory, but for some other not-so-obvious parameters, it would save you the going back to the manual to refresh.

This was requested in the past for the Axe-Fx II. The FAMC Liquid Foot LF+ Editor has this feature and it's really helpful.

If this does get implemented, please include options to disable it and a time setting for how long it will stay open, similar to the LF+ Editor, so if we want to just quickly tweak some settings the popups don't get in the way but if we're venturing out into unknown territory in the advanced settings the popups stay up for a user selectable 15 to 60 seconds.
