Are guitars with faulty truss rod not salvageable?

Many reasons that could happen. Best bet is to take it to a luthier unless you really do want it to be unsalvageable. If you’re in the greater Atlanta area I can take care of it for you.
 
Truss rod doesn't turn.
Sometimes, the truss rod nut won’t turn because someone cranked it hard one way or another. You can find out which way by examining the neck. Too little relief means the truss rod nut is too tight. You can try turning it in the opposite direction with some force that’s more than you’d normally use, but less than gorilla strength. You can relieve some of the tension by bending the neck in the direction it’s being pulled while you work to loosen the nut.

What you do will depend on whether it’s a single-acting or double-acting truss rod, which way it’s been turned too far, whether there’s a wooden insert in the rod slot like some Fenders have, and whether you can introduce some oil into the threads.

If any of that scares you, it’s luthier time. :)
