Foreigner Starrider Jet Phaser Sound?

Does anyone have any ideas on how to achieve this type of phaser effect? Mick Jones used a Roland Jet Phaser which I believe had some added fuzz to it's charm. Great sound. It can be heard here starting at about 3:04.

Multi delay Volume Decrease?

I notice when I put a multi delay in series my output level drops, even when bypassed. I know the answer is looking me square in the face, but I can't seem to figure out why. The mix is at 25% and the level is set to 0 db. Slap me, but what am I missing? Thank you.
