DAW Scene Changes with MIDI CC's - Doesn't Always Work?

I've found a temporary solution of just sending a midi message every 1/8th note or so so no matter where I start playback for rehearsals I'll only ever half to wait an 1/8th note for a midi CC to kick in and put me on the right scene. Is it bad for the Axe Fx to have so many MIDI note changes...

Actually each MIDI Track has "Note Chase" as an option but turning it on or off or arming the MIDI track for record, any combination of those doesn't solve my problem :/

Well this is a little embarrassing, the patch changes are used for a live show of course, but I tried to recreate the loss of gain and tone by recording myself strumming while the program change took effect. And now the tone remains consistent... I'm not sure if it was the frequent restarts that...
