Ideas on what this sound is?

At the 10 second mark, I'm getting close to this texture by using a dual shift pitch block into a fuzz block. I'm not sure what type of effect is used to warble/distort the tails of the notes though. Any ideas?

add an lfo as the controller on delay time. if you use tape delay you can tie it to motor speed iirc.
